Web Accessibility by Industry: Sector-Specific Challenges and Requirements
While WCAG provides universal standards for digital accessibility, different industries face unique challenges in implementation. The types of content, the complexity of user interactions, and the regulatory requirements vary significantly across sectors. Understanding the specific accessibility considerations for your industry helps you prioritize effectively and address the barriers that matter most to your users.
Public Sector
Government and public sector organizations have the longest history of digital accessibility requirements. In the EU, the Web Accessibility Directive (2016/2102) has required public sector websites and mobile applications to conform with EN 301 549 since 2019. This includes government agencies at all levels, public universities, public hospitals, and other entities governed by public law.
Public sector accessibility challenges often center around complex forms and self-service applications, document-heavy websites with large archives of PDFs, integration with national identity systems, and multilingual content requirements. The stakes are particularly high because public services are essential — citizens have no alternative provider.
Finance and Banking
The financial sector is explicitly covered by the European Accessibility Act. Banks, insurance companies, payment service providers, and other financial institutions must ensure their digital services are accessible. This includes online banking platforms, mobile banking apps, payment terminals, and customer service channels.
Key challenges include complex transaction flows with multiple steps, real-time data updates such as account balances and market information, security requirements that must be balanced with accessibility (such as authentication methods), and regulatory forms and disclosures that must be both legally compliant and accessible.
E-commerce
E-commerce is one of the sectors most directly impacted by the EAA. Every aspect of the online shopping experience must be accessible, from product browsing and search to cart management and checkout.
Common e-commerce accessibility challenges include product images that need meaningful alt text (especially for products where visual details matter, such as clothing or home decor), filtering and sorting interfaces that must work with keyboard and screen readers, dynamic cart updates that need to be communicated to assistive technology users, multi-step checkout processes with form validation, and third-party integrations such as payment gateways, review systems, and chat widgets.
The business case for accessible e-commerce is compelling. An inaccessible checkout flow does not just create legal risk — it directly loses revenue every time a customer with a disability abandons a purchase.
Healthcare
Healthcare organizations face the dual challenge of making their digital experiences accessible while communicating complex medical information clearly. Patient portals, appointment scheduling systems, telemedicine platforms, and health information websites all require careful attention to accessibility.
Particular challenges include medical terminology that may be difficult for users with cognitive disabilities, complex forms for patient intake and medical history, real-time video and audio for telemedicine that must include caption support, and strict privacy requirements that must be balanced with accessibility.
Education
Digital learning environments must be accessible to students with a wide range of disabilities. Learning management systems, online courseware, digital textbooks, assessment platforms, and virtual classroom tools all fall within accessibility requirements.
Key challenges include multimedia lecture content that needs captions, transcripts, and audio descriptions, interactive learning activities that must be keyboard accessible and screen reader compatible, timed assessments that must provide time extensions or alternative formats, and collaborative tools like discussion forums and group workspaces that must work with assistive technologies.
Media and Entertainment
Media companies must ensure their content is accessible across all delivery platforms. This includes video and audio content with captions, transcripts, and audio descriptions, streaming platforms with accessible player controls and navigation, news websites with proper content structure and multimedia alternatives, and podcast platforms with searchable transcripts.
Transport and Travel
Transport services are covered by the EAA and present unique accessibility challenges around real-time information, booking systems, route planning interfaces, and integration with physical accessibility information such as wheelchair access and platform facilities.
